Your first task is to establish whether or not the work is, in fact, short. Maybe you could use that 1, word short story for a different competition. This is a bad habit that some people get into during their schooldays: Padding is frustrating for the essay.

Expanding your work means going deeper. Padding it means staying on the surface. You might find it useful to print out the too-short piece, so that you can write notes on it easily.
